If you were a congressman/congresswoman what new law would you write to address whatever you believe to be the biggest issue facing PLWHA?

If I were a Congressman I would like to create a law to regulate not only the cost of HIV treatment medications, but also insurance coverage allowing PLWHA throughout the nation to receive their medications without barriers. Currently all states within the nation do not operate under similar systems causing many PLWHA the inability to obtain their medications routinely every month. Some are not able to cover the co-pays, are not made aware of drug assistance programs, or do not have adequate or any insurance. This law would also mandate that all providers be knowledgeable of and equipped with the resources/staff to ensure that they are able to help their HIV infected clients or patients navigate the systems necessary to procure their medications.
